Well, this weekend has been a hard one for me. My father-in-law passed away last night after a several week period of steady decline. We will certainly miss him, and I particularly will miss my “sports-watching” buddy.
I was also saddened to learn of the passing of Paul Duerden, the manager of the Covey Center for the Arts, also this weekend. Paul is the first and only manager of the Covey Center, and did a remarkable job of building a very successful center and program, and of elevating the performing arts in Provo over the last decade plus. Our condolences go out to his staff and colleagues in Parks and Recreation and to his family and many friends.
On a less downer note, we will be presenting the Mayor’s proposed budget tomorrow. You will see an email tomorrow with the highlights, but in general we have been able to address many of our most pressing budget issues this year. I’m going to address the next steps in the budget process in the “hot topics” section below so you know what happens next and when.

As mentioned above, the budget process with the Municipal Council kicks into high gear starting Tuesday. We will be presenting the budget to the council in broad parameters and highlighting the significant changes the Administration is proposing. The Council will begin a series of budget workshops starting the following week where they tackle the budget and many of the key issues and determine if their policy objectives have been addressed.
The first week in June they will hold the first public hearing on the budget and continue their budget review. The third week in June they will hold the second public hearing, consider any changes to the Mayor’s recommended budget and then vote to adopt a budget for the fiscal coming year beginning July 1.
If their final budget includes a property tax increase, they will need to schedule a “truth in taxation” hearing in August where they present their reasons for a property tax rate increase and make a final decision.
